It seems to me that there was quite a debate concerning the adoption of new Civil Rights laws. The debate in Congress was about what proposals to in act. There were proposals that did not violate States Rights. No big surprise the Federal Government expanded its reach. My problem with the Civil Rights laws that were passed is that they are a boundless blank check for unbridled government growth.
